Program Manager / PMO Lead (Contract)

Overview

The Becoming Institute is seeking a Program Manager / PMO Lead to support our Certificate in Psychological Health & Safety. You will run the delivery engine end-to-end—cohort scheduling, session logistics, attendance and completion tracking, applied artifact workflow and review-cycle service levels, make-up coordination, and monthly/quarterly reporting—coordinating internal and external contributors and maintaining version control and controlled releases so delivery remains disciplined, consistent, and audit-ready at scale.

No. of Vacancies

Skills Required
  • Program Operations Command: You run cohort-based delivery as an operating system—intake, scheduling, session logistics, artifact flow, completion verification, make-ups, and reporting—without drift.
  • Governance and Control: You build and maintain the controls that keep delivery stable at scale: cadence, decision rights, issue escalation, change control, and compliance-ready documentation.
  • Evidence Discipline: You define “done” precisely and enforce it—attendance, participation, learning checks, and completion artifacts captured cleanly, traceable, and audit-ready.
  • Performance Visibility: You translate delivery activity into executive-grade reporting—enrolment, progress, completion, engagement, outcomes—on a reliable monthly/quarterly cycle.
  • LMS / Virtual Delivery Fluency: You are technically fluent in a production delivery stack (LMS + virtual platform + tracking/reporting tools) and can troubleshoot delivery friction fast enough to protect cohort throughput.
  • Workflow Design and Standardization: You build repeatable assets—templates, rubrics, checklists, service levels, facilitator/marker instructions—so quality is consistent across cohorts and facilitators.
  • Risk, Issue, and Corrective Action Leadership: You operate triage and remediation with rigor: severity rating, root cause, owner assignment, verification, controlled release, and trend monitoring.
  • Stakeholder Orchestration: You coordinate facilitators, graders/QA support, tech/admin, and client stakeholders with clear expectations, tight follow-through, and calm authority.
  • Psychological Health & Safety Literacy: You can operate inside PHS program intent—psychosocial risk concepts and psychologically safe learning conditions—while maintaining strict non-clinical role boundaries.
Roles & Responsibilities
Program mobilization and delivery readiness
  • Build and maintain the mobilization plan, delivery calendar, and milestone schedule.
  • Stand up the cohort operating model (parallel lanes, session time bands, resource plan, throughput targets).
  • Confirm readiness of learner onboarding, cohort communications, and support triage pathways.
  • Validate the completion pathway (attendance rules, learning checks, artifact workflow, make-up rules, closure criteria).
Delivery operations at scale
  • Own cohort scheduling, rosters, and capacity planning to meet monthly/quarterly targets.
  • Coordinate session logistics (virtual links, materials distribution, room bookings when required, facilitator assignments).
  • Maintain delivery consistency across cohorts using standardized SOPs, templates, and checklists.
  • Operate the make-up pathway (missed-session recovery, completion closure, documentation).
Quality control and evidence capture
  • Run the artifact workflow and review-cycle service levels using PASS / REVISION REQUIRED discipline.
  • Maintain version control across learning assets (slides, templates, microlearning, job aids) and manage controlled releases.
  • Coordinate facilitator calibration and QA sampling to keep delivery practices consistent.
  • Maintain an issue log (delivery, accessibility, tech/LMS, reporting) with triage rules, owners, and closure evidence.
Accessibility and bilingual coordination
  • Coordinate accessibility review cadence, remediation tracking, and accommodation workflows.
  • Coordinate bilingual readiness: translation workflow, glossary controls, French asset equivalency, and bilingual learner supports.
  • Ensure accessibility and bilingual readiness are reflected in release approvals and reporting.
Reporting, governance, and continuous improvement
  • Maintain session-level tracking integrity (attendance, completion status, artifact status).
  • Produce cohort closeout packs and monthly operations packs (progress, completions, issues, improvements).
  • Produce quarterly dashboards and narrative summaries for executive-level visibility.
  • Lead weekly governance (status, risks, blockers, corrective actions) with decision logs and change control.
  • Drive continuous improvement cycles based on performance data and documented corrective actions.
Engagement
Contract (Full-time hours)
Education
  • Post-secondary diploma or degree in Program/Project Management, Operations, Business Administration, Public Administration, Education/Adult Learning, or a related field, or equivalent experience running cohort-based program delivery at scale.

  • Project/program management training (formal coursework, certificate, or comparable professional development) sufficient to build mobilization plans, manage milestones, and operate governance and change control.

  • PM credential (asset): PMP/CAPM (or equivalent) is considered an asset, not required.

Experience
7+ Years
Location
Remote (Ontario) — GTA touchpoints as needed
Compensation
Base salary: $6,500–$8,500/month OR ~$78,000–$102,000/year (based on experience and scope)
Support & Resources
  • Mission-driven work with real public impact: Deliver programs that strengthen psychological health and safety, leadership capacity, and practical workplace change—not “training for training’s sake.”
  • Senior autonomy, clear ownership: You own the delivery engine end-to-end with decision rights, clean governance, and visible outcomes.
  • High-trust, execution-focused culture: Standardized systems, clear expectations, disciplined cadence—built for operators who like to run clean lanes.
  • Work that builds your portfolio fast: Multi-cohort delivery at scale, evidence capture, dashboards, continuous improvement, and audit-ready reporting—highly transferable leadership capital.
  • Professional credibility: Work alongside a trauma-informed education and leadership organization with serious standards alignment and strong public-sector readiness.
  • Flexible structure with stable cadence: Contractor engagement with predictable delivery windows and operational rhythm.
  • Growth runway: Opportunity to shape a delivery operations function and expand into broader program ops leadership as the Institute scales.
